JOB OPENING: District Operations
Manager/Chief
Summary: This position is responsible for overseeing operational and day-to-day activities
of the District and its six Departments. The position reports to the ACFD1 Chairperson and
is responsible to the ACFD1 Board and District taxpayers.
Duties of this position may include, but are not limited to:
· Ensure proper State/Federal reporting for all incidents.
· Ensure correct/current District records are maintained for all personnel,
apparatus, equipment and facilities
· Manage the District communications systems including paging, radios, website,
Active Alert, etc.
· Act as PIO for the District and maintain District social media as appropriate
· Develop and manage RFPs, procurements and contracts
· Develop and propose operational policies. Review current policies to ensure
alignment with District Board objectives and applicable regulations
· Oversee Wyoming Workers Comp, background checks and other administrative
tasks
· Process and approve new fire fighter applications and paperwork
· Approve Department expenditures up to an amount determined by the ACFD1
Board
· Develop training and qualifications for operational and other incident positions
· Ensure District and Department purchases, training and improvements are
uniform and interoperative in nature
· Develop responses strategies, equipment needs and personnel to meet
organization needs
· Review District apparatus, station and equipment to ensure effective suitability for
response. This can include such things as pump tests, equipment inventories and
types/quantities.
· Act as ACFD1 Agency Representative and/or District Safety Officer as appropriate.
This includes responding as necessary and appropriate to District incidents.
· Act as POC for all federal/state fires and process fire pay/expenditures.
· Supervise wildland, training and EMS coordinators and District Administrative
Assistant.
· Operate District vehicles, apparatus and equipment
· Check mail/email, manage SAM.gov, screen new FF, conduct inventories and
audits, POC for WARM/LGLP/WSF/WSFM. Ensure/verify qualifications of all Dept
resources
· Conduct and facilitate trainings.
· Ensure all trainings offered throughout the District meet District needs and
objectives
· Ensure interoperability of all Departments
· Manage MOUs and recommend changes
· Represent District at state-level meetings such as WSFC
· Conduct community outreach
· Interface with local EMA and other groups
· Serve as SME and POC for ISO ratings and Albany County property development
proposal reviews
· This position may also serve as all/part of the EMS, wildland and/or training
coordinator(s).
· Perform other duties as assigned by the ACFD1 Board through the Chairperson.
Minimum Qualifications:
· Four years’ experience as operations manager (or equivalent) for an entity of
similar size and funding level as ACFD1 with preference for operational leadership
in a fire/EMS service.
· Working knowledge of fire service operations and federal/state requirements
· Excellent interpersonal and communications skills.
· Fluent in Microsoft Office and Google suite along with high technical aptitude for
online applications.
· Ability to write, review and manage RFPs, contracts, grants and procurements.
· Pass a Wyoming DCI fingerprint background check and motor vehicle records
check
· Valid driver license
Preferred Qualifications:
· Documented experience and credentials in the fire service as a firefighter, officer
and/or chief.
· EMS experience.
· Extensive experience with NWCG, NFPA, OSHA, ISO and federal regulations
pertaining to the volunteer fire service.
· Nationally recognized credentials as a PIO and/or Safety Officer
· Public safety communications and radio experience including mobile apps for
responder notification
· Familiarity with specialized software for fire service data reporting such as
ImageTrend.
· CDL with tanker endorsement
Hours and Travel: Nominally 20 hours per week. Additional hours may be required given
ACFD1 responses and other needs. Night, weekend and holiday time may be required.
Occasional out of area or overnight travel is required.
Compensation: $32,000-48,000 per year. Pay will be commensurate based on experience
and the overall value to the District. The working title may be Operations Manager or
Operations Chief depending on experience and credentials. This is an at-will unbenefited
position and is not eligible for overtime. This position may Dispatch locally and
regionally/nationally for wildland/all-hazard incident support throughout the year as
acceptable to the ACFD1 Board.
